Key takeaways

1.

ChatGPT ads only serve to Free and Go users. Plus, Pro, Business, Enterprise, and Edu users see zero ads.

2.

Custom audiences need 25,000 matched users. Most Seed and Series A CRM lists don't clear that.

3.

Default max bid is $60 CPM. Recommended starting bid is $3 to $5 CPC. The $50,000 minimum spend was dropped.

4.

Google Search Ads averaged $5.87 CPC and $93.69 CPL for business services in 2026.

5.

Showing up in ChatGPT's organic answers reaches every user tier, including paid business seats, and costs nothing per click.

If you're a founder or growth lead watching Google CPCs climb quarter after quarter while ChatGPT opens self-serve advertising, the question feels urgent. It shouldn't.

ChatGPT ads in 2026 are a legitimate emerging channel with real limits, and Google Ads still owns declared purchase intent at scale.

The right answer for a B2B SaaS company at Seed to Series B is to keep Google as the demand-capture base, treat ChatGPT as a test budget, and prioritize showing up in ChatGPT's organic answers, where paid-tier business users actually spend their day.

The comparison table in this article covers every axis that matters.

What are ChatGPT ads and how do they work?

ChatGPT ads are sponsored placements that appear below the AI-generated answer in a ChatGPT conversation, served through the OpenAI Ads Manager to users on the Free and Go tiers only. ChatGPT advertising launched in a US pilot in February 2026, went self-serve on 5 May 2026, expanded to UK agencies in June, and reached 31 European markets on 18 August 2026 (OpenAI announcement, 5 May 2026).

Here's how the mechanics work in practice.

Who sees ads? ChatGPT Free users and ChatGPT Go users. Plus, Pro, Business, Enterprise, and Education seats see none. Users under 18 are excluded. If your ICP is a VP of Engineering at a Series B SaaS company, they're likely logged into a company Business or Enterprise seat and will never see your ad. This is the single largest structural constraint for B2B advertisers on the platform.

Ad format. One unit. A favicon plus text placement, positioned below the AI answer. No image ads, no video, no dynamic feed formats. Advertisers today choose ad copy variants; the algorithm assembles them against the conversation context.

Bidding options. CPM and CPC at launch, with oCPC (optimized cost per click) and CPA bidding rolled out in 2026. The default max CPM bid is $60. Recommended starting CPC is $3 to $5.

Measurement. Advertisers install the OAIQ pixel and Conversions API for tracking. Reporting is aggregated. No user-level attribution, no individual click data, no third-party measurement at parity with Google Ads yet, though third-party measurement was announced as "coming."

Category restrictions at launch. Alcohol, gambling, tobacco, weapons, financial services, and healthcare have restricted or blocked status. Political and adult categories are prohibited.

Self-serve markets. United States (open), United Kingdom (agencies only as of June 2026), 31 European markets (announced 18 August 2026), with additional rollouts sequenced through late 2026 and 2027.

How is a ChatGPT ad different from a Google search ad?

A Google search ad is matched to a query the buyer typed. A ChatGPT ad is matched to a conversation. That single difference reshapes everything about what the two platforms are best at.

Google Search runs on declared intent. A buyer types "B2B SaaS ERP software" and Google's auction, built on 25 years of accumulated intent signals, matches that keyword to advertisers who bid on it. The signal is short, specific, and easy to price. Cost per click reflects the value of that stated intent.

ChatGPT runs on inferred context. A buyer opens a conversation with "help me evaluate ERP options for a mid-market manufacturing company," and OpenAI's system assembles a response with a sponsored placement below it. The signal is longer, richer, and less explicit. There's more context about the buyer's problem, but no keyword bid to anchor pricing. That's why the two auctions produce different economics.

For a B2B buyer, the practical implication is this: Google captures buyers at the moment they've decided to look for a solution. ChatGPT reaches buyers earlier, mid-exploration, before the keyword search happens. Both are useful. They're not substitutes. A Google Ads program built on captured intent isn't replaced by a ChatGPT ad that shows up during exploration; it's complemented by one, assuming the platform reaches the right buyer.

The knowledge behind this article's Google claims comes from nine years inside Google, platform-side, managing over $1B in ad spend, and running the current benchmarks against live B2B SaaS accounts monthly. Google's auction has had a quarter century to compound intent signals. ChatGPT's has had months.

ChatGPT Ads vs Google Ads: side-by-side comparison

A summary of every axis a B2B SaaS advertiser should compare before allocating budget.
Factor | ChatGPT Ads | Google Ads | What it means for B2B SaaS
Launch and maturity | US pilot Feb 2026; self-serve 5 May 2026 | Launched 2000; 25 years mature | ChatGPT is early; benchmarks are unreliable
Who sees ads | Free and Go users only | All Google Search users | Paid-tier ChatGPT users, including business seats, see no ads
Ad matching | AI infers relevance from the conversation | Keyword auction on typed queries | Google captures declared intent; ChatGPT reaches exploration
Targeting options | Geo (US state, DMA, ZIP), platform (iOS, Android, web) | Keyword, Customer Match, in-market audiences, demographic, remarketing | Google's targeting stack is broader by an order of magnitude
Custom audience minimum | 25,000 matched users | Customer Match (1,000 minimum) | Series A CRM lists rarely clear 25,000
Ad formats | 1 (favicon + text) | Search, Display, YouTube, Demand Gen, Performance Max | Google supports 5+ formats; ChatGPT supports 1
Bidding | CPM, CPC, oCPC, CPA (announced) | Full Smart Bidding suite (tCPA, tROAS, Max Conversions, Max Conversion Value) | Google's bid strategies are production-tested; ChatGPT's are new
Measurement | OAIQ pixel + Conversions API, aggregated reporting | GA4, offline conversion import, cross-device, view-through | Google closed-loops to CRM; ChatGPT does not yet
Category restrictions | Alcohol, gambling, tobacco, weapons, finance, healthcare blocked | Category-specific policy layers | ChatGPT has more blocked categories at launch
Self-serve markets | US, UK (agencies), 31 European markets (Aug 2026) | Global | Google reaches every market; ChatGPT is regional
Best use for B2B SaaS | Awareness among Free/Go users, top-of-funnel exploration | Demand capture across the funnel | Google is the base; ChatGPT is a test
The single most important row is "Who sees ads." A large share of your B2B SaaS buying committee accesses ChatGPT through a company Business or Enterprise seat. Those users are structurally excluded from your ads. Any spend model that ignores this will overestimate reach.

How much do ChatGPT ads cost compared to Google Ads?

ChatGPT ads cost benchmarks show a default max CPM bid of $60, a recommended CPC starting bid of $3 to $5, and early test CPCs from Canadian pilot data of CA$4.42 to CA$4.88 with CTRs between 0.65% and 1.30%. The $50,000 minimum spend was dropped in May 2026.

For comparison, Google Search averaged $5.87 CPC and $93.69 CPL in the business services category for 2026. B2B SaaS specifically ran higher, with average Google CPCs of $9.76 across Metadata.io's dataset. CTR on Google Search sat at 6.10% for business services, roughly 5 to 9 times higher than early ChatGPT test CTRs.
Metric | ChatGPT Ads | Google Ads | Source
CPM (default max) | $60 | Variable by campaign type | OpenAI Ads Manager, 2026
CPC (recommended starting) | $3 to $5 | $5.87 business services, $9.76 B2B SaaS | OpenAI 2026; WordStream 2026; Metadata.io 2026
CTR | 0.65% to 1.30% (early tests) | 6.10% business services | Choice OMG 2026; WordStream 2026
CPL | Not published | $93.69 business services | WordStream 2026
Minimum spend | None (dropped from $50K) | None | OpenAI, May 2026
Keep two things in mind.

First, ChatGPT cost data comes from small early test datasets in specific markets. It's not statistically representative yet.

Second, the CTR gap (0.65% to 1.30% on ChatGPT vs 6.10% on Google) reflects the difference between a channel serving inferred context and a channel serving declared intent.

Buyers on Google click because they search. Buyers on ChatGPT click in the middle of a broader question.

Can you target B2B buyers on ChatGPT?

Not directly, and this is the section that matters most for B2B SaaS. ChatGPT Ads has no job title, seniority, department, industry, or company size targeting. Compare that to LinkedIn, where firmographic filters at exactly that granularity are the entire point of the platform.

See the full LinkedIn vs. Google comparison for the deeper split.

What ChatGPT does offer:

 • Custom audiences via CRM upload. Minimum 25,000 matched users. A Seed or Series A B2B SaaS company with 3,000 to 8,000 contacts in HubSpot cannot use this feature. Compared to Google Customer Match, which accepts a 1,000 minimum.
 • Geographic targeting. United States by state, DMA, and ZIP code. Some European markets by country and city.
 • Platform targeting. iOS, Android, web. That's the full targeting menu at launch.

The paid-tier exclusion is the second structural limit. Business users on ChatGPT Business or Enterprise seats never see ads. For a SaaS company selling into a five-to-seven-person buying committee at a mid-market or enterprise account, this removes a large share of the audience you'd otherwise pay to reach.

Contrast this with Google Ads, where you can layer keyword intent, Customer Match audiences (down to 1,000 users), in-market audiences by category, competitor conquest, and Demand Gen for scaled reach across YouTube, Discover, and Gmail. Same for Google Ads for SaaS programs specifically, where firmographic proxies through job-title-relevant keywords have compounded for years.

At Delve, ScalixAI's Google-and-LinkedIn program produced $1.2M in pipeline in 90 days by combining Google's declared intent with LinkedIn's firmographic precision. Neither Google alone nor ChatGPT alone reaches that outcome. The specificity of the buyer is what determines the platform.

Is Google also putting ads inside AI answers?

Yes. Google is now serving ads inside AI Overviews and AI Mode, delivered through existing Google Search and Performance Max campaigns rather than a separate product (Google Ads Help, 2026). At Google Marketing Live 2026, Google announced three new AI Mode ad formats:

 1. Conversational discovery ads
 2. Highlighted answers
 3. In-ad agents

These are rolling out in stages through late 2026 and 2027.

This means "AI search ads" isn't a reason to move budget from Google to ChatGPT. AI search ads are happening inside Google's own auction. If you're running Google Search Ads or Performance Max today, you're already appearing next to AI Overviews for eligible queries. The channel didn't move; the surface expanded.

See AI for Google Ads for the full mechanics.

The "AI budget question" isn't a choice between Google and ChatGPT. It's a choice between two mature buyers of AI-served attention (Google, expanding into AI Overviews and AI Mode) and one emerging one (ChatGPT).

When should a B2B SaaS company test ChatGPT ads?

Test ChatGPT ads when Google Search is already profitable, core keyword impression share is above 80%, and the product has a self-serve or low-friction entry point. Wait if any of those signals are missing.
Signal | Ready to test | Wait
Google Search profitability | Core campaigns at target CAC or below | Google still unprofitable or in learning phase
Impression share on core terms | Above 80% (Google is capped) | Below 80% (headroom in Google)
ACV | $5K to $15K (self-serve friendly) | $30K+ enterprise (committee never sees ads)
CRM list size | Above 25,000 (custom audiences work) or clear consumer-adjacent use case | Under 25,000 with no way to reach it
Measurement infrastructure | CRM-linked attribution, self-reported form field | Platform-only reporting
The reasoning is simple. If your Google account still has room to scale (impression share under 80%), every dollar in Google produces more return than every dollar in ChatGPT. If ACV sits above $30K and your buying committee logs in through corporate seats, ChatGPT structurally can't reach them. If your CRM list is under 25,000, you can't build the custom audience.

Budget guidance for a first test: 10 to 15% of Google Search spend, over 60 days, judged on CRM-verified SQLs, not clicks or platform-reported conversions. Anyone quoting you a specific ROAS on ChatGPT before running it is guessing.

How should you measure a ChatGPT ads test?

Install the OAIQ pixel and Conversions API, add a self-reported attribution field to every demo form ("Where did you hear about us?"), enforce UTM discipline, and judge results against pipeline created, not same-month clicks. B2B SaaS sales cycles run 45 to 90 days, so any test window under 60 days will misread performance.

The two failure modes to plan around.

First, ChatGPT reporting is aggregated. There's no user-level attribution, no view-through window, no click-level detail.

Second, the platform has no offline conversion import at parity with Google, which means Smart Bidding can't optimize against CRM-verified SQLs the way Google can. The workaround is a disciplined self-reported form field plus a manual weekly pipeline review, tied to spend.

See Google Ads attribution for B2B SaaS and the data-driven attribution glossary for the deeper mechanics.

Is showing up in ChatGPT's answers worth more than paying for ads?

For most B2B SaaS companies in 2026, yes. Organic citations inside ChatGPT's AI-generated answers reach every user tier, including paid Business and Enterprise seats that never see paid ads, cost zero per click, and compound as your content and third-party mentions accumulate.

Three inputs drive whether your product gets cited:

 • Entity-rich comparison and category pages with clear structured content, direct answers to the questions buyers ask, and defensible claims backed by original data.
 • Original data your competitors reference. Benchmarks, published performance figures, industry surveys. AI models cite sources that other credible sources cite.
 • Third-party mentions in independent publications, review sites, and industry roundups. The AI's citation graph rewards distribution.

This is what Generative Engine Optimization does, and for B2B SaaS companies with 30M+ ARR ambitions, it's the higher-leverage move in 2026 than a ChatGPT ads test.

The verdict: ChatGPT Ads or Google Ads?

Google Search continues to dominate the demand-capture space for any Seed to Series B B2B SaaS company in 2026. ChatGPT is a test budget. Instead of spending on ChatGPT answers, prioritize showing up in ChatGPT's organic answers first, because that reaches paid-tier business users your ads never will.

If Google is profitable and impression share is capped, test ChatGPT with 10 to 15% of Google Search spend for 60 days, judged on CRM-verified pipeline, not platform reporting.

Frequently asked
questions

Does ChatGPT have ads now?

Yes. ChatGPT ads launched in the US in February 2026 and opened to self-serve buying on 5 May 2026 through the OpenAI Ads Manager. As of August 2026, self-serve is available in the US and 31 European markets, with UK agency access rolled out in June (OpenAI, 2026).

How much do ChatGPT ads cost?

ChatGPT ads have a default max CPM bid of $60 and a recommended starting CPC of $3 to $5. The $50,000 minimum spend was dropped in May 2026. Early Canadian pilot data reports CPCs of CA$4.42 to CA$4.88 with CTRs of 0.65% to 1.30%, though this is small-sample early test data (Choice OMG, 2026).

Who sees ads in ChatGPT?

Only ChatGPT Free and Go users see ads. Plus, Pro, Business, Enterprise, and Education tier users see zero advertising. Users under 18 are excluded. For B2B SaaS advertisers whose buying committees typically log in through paid company seats, this is a structural limitation.

Can you target job titles or companies with ChatGPT ads?

No. ChatGPT Ads has no job title, seniority, industry, or company size targeting at launch. Targeting is limited to geography (US state, DMA, ZIP), platform (iOS, Android, web), and custom audience uploads with a 25,000 matched user minimum. Compared to LinkedIn's firmographic filters or Google's Customer Match with a 1,000-user minimum.

Are ChatGPT ads worth it for B2B SaaS?

As a supplementary test budget, potentially, once Google Search is profitable and impression share on core keywords is above 80%. Not as a Google Ads replacement in 2026. The paid-tier exclusion, 25,000 custom audience minimum, single ad format, and aggregated measurement are all structural constraints for B2B SaaS.

Will ChatGPT ads replace Google Ads?

Not in 2026, and unlikely in 2027. Google Search still owns declared purchase intent, has a 25-year auction infrastructure, and is now serving ads inside AI Overviews and AI Mode through existing campaigns. ChatGPT ads are an emerging channel worth watching, not a base to build a B2B SaaS media plan on.

How do you run ads on ChatGPT?

Sign up for the OpenAI Ads Manager, install the OAIQ pixel and Conversions API for measurement, define geographic and platform targeting, upload a custom audience if it exceeds 25,000 users, and select CPM, CPC, oCPC, or CPA bidding. Ad format is a favicon plus text unit placed below the AI-generated answer.

Do Google ads appear in AI Overviews and AI Mode?

Yes. Google is now serving ads inside AI Overviews and AI Mode, delivered through existing Google Search and Performance Max campaigns rather than a separate ad product. Three AI Mode formats (conversational discovery ads, highlighted answers, in-ad agents) have been announced at Google Marketing Live 2026 (Google Ads Help, 2026).
